Hi, I'm having the same problem with a mid 2013 Macbook Air trying to go from 10.8.5 to Mojave.
When i try to update to Mojave with the App Store, it asks for my Apple ID, and after i put it in, it comes up with an error message that the Apple ID was previously not used in the Appstore (which is actually false because i can login through the web app no problem). When i click the Investigate button on this error message, I get another error message which says I need to update my OS to find out more about this error. Great circular logic there..

I've also tried installing direct to El Capitan as per the comment from Babowa, When i click on El Capitan in the App Store, I get an error message that Your purchase could not be completed.
I have more then enough memory for both OS's (4GB) and way more hard drive space then needed (over 55GB free). How to make google chrome faster on windows 8 1.
